Short answer: For Parent PLUS loans made on or after July 1, 2026, the Education Department's rule sets a $20,000 annual cap and a $65,000 aggregate cap per dependent student. Parent PLUS loans are not eligible for RAP, even if consolidated.

What we could not verify

These points were not settled in the sources we read. Treat them as open.

  • Whether Parent PLUS borrowers are included in the Grad PLUS interim exception. The fact sheet text we read does not say.
  • Whether the ICR-payment-before-2028 rule needs additional steps. Read the official page.
  • PSLF eligibility for a consolidation that includes Parent PLUS.
